Changes in various regional government laws were not followed by changes in various sectoral laws
which resulted in inconsistent provisions of sectoral and regional laws. The problem of inconsistency of
statutory regulations in the implementation of local government that is a consequence of changes in the
form, model, and pattern of legal policy formats in the reform era. This study seeks to examine various
law inconsistencies in the governmental administration. This type of research is a normative juridical
research where secondary data are used in analyzing the research focus obtained through literature
review. The results of the study indicate that the overlapping authorities of local and central
administration include 1) inconsistency of sectoral and government statutory authorities 2)
inconsistency of legislation and its implementation 3) inconsistency of funding / financing 4)
inconsistency of law enforcement, and 5) inconsistency of supervision and coaching. Therefore, it is
necessary to rearrange and harmonize the regulated sectoral and regional laws under the legal
umbrella of the Omnibus Law because it avoids the inconsistency between sectors in the regional and
central administrations.
